Jerry Brown on Wednesday agreed to deploy 400 National Guard troops to beef up border security. He placed important restrictions on their use, forbidding them to enforce federal immigration laws or build a controversial border wall. The California Guard already has 250 soldiers and airmen staffing anti-crime programs, including 55 along the border with Mexico.
