Judge may soon order Encinitas to comply with state housing law

A Superior Court judge indicated Nov. 13 that he will likely order Encinitas to start complying with the demands of two housing-related lawsuits at the end of the month, saying that the city appears to be unable to resolve the situation on its own through the ballot box.
