San Diego will build inspections facility at Brown Field to avoid federal shutdown

Mayor Kevin Faulconer announced Wednesday that the city will spend roughly $1 million to build the 1,200-square-foot facility after more than three years of negotiations had reached a stalemate that included federal threats of a shutdown this winter.
